Why a burned hillside floods and slides for years

A burn scar turns ordinary rain into a debris flow, and the risk lasts years. How to tell if you are below one and what the rainfall thresholds mean.

The most dangerous period for a hillside is often not the fire. It is the first hard rain afterwards.

A wildfire removes the vegetation whose roots held the soil together and whose canopy slowed the rain. It also bakes a water-repellent layer into the top of the soil, so water that used to soak in now runs across the surface, picking up ash, soil, rock and burnt timber as it goes. What arrives at the bottom is not a flood of water: it is a moving mass with the consistency of wet concrete, carrying boulders and tree trunks.

The combined effect is that a burned catchment can produce several times the runoff of the same catchment before the fire, from the same rainfall — and that runoff arrives loaded with material.

Working out whether this is your problem

Are you downstream of a burn scar? Not just below the hill: in or beside any channel, gully, culvert or normally dry wash that drains a burned area. That is where flows travel.

How recent is the burn, and how severe? Agencies map burn severity after large fires, and the high-severity patches are the ones that produce flows.

What is between you and it? Debris basins, culverts and channels help until they fill, and they fill quickly in the first storm of the season.

Is your access road in the same drainage? If it is, your window to leave closes before the water reaches you.

Before the rainy season

  1. Find out if you are in a mapped hazard area. Post-fire hazard assessments are published after major fires and are the best single source for your specific drainage.
  2. Set up automatic alerting. A weather radio with alerts, plus the phone alerts enabled, because these warnings are short-fuse and nocturnal.
  3. Decide your trigger in advance, in plain language: if a debris-flow warning is issued for our drainage, we leave immediately, regardless of the hour. Deciding in the moment does not work at 3 a.m.
  4. Agree a route out that does not cross the drainage, plus one alternative.
  5. Pack the bag and leave it by the door through the whole rainy season.
  6. Clear your own culverts, drains and gutters, and keep vehicles parked where they can leave without crossing a wash.
  7. Check insurance. Debris-flow damage is usually treated as flood, not as fire or standard property damage, and flood policies typically have a waiting period of about 30 days.

When rain is forecast on a burn scar

  • Treat a debris-flow or flash-flood warning for a burn area as an evacuation instruction, not information. The lead time can be under fifteen minutes.
  • Leave early, before the rain rate peaks. Roads in these drainages close first and reopen last.
  • Do not wait to see what happens. Unlike a river flood, there is no gradual rise to watch — the channel goes from dry to full in a single surge.
  • Never drive through a flowing wash. After a burn, what is moving in it is not just water.

Years two to five

Risk drops as vegetation returns and the water-repellent layer breaks down, but it does not switch off. Keep the alerting, keep the trigger and keep the route for as long as the hillside is visibly recovering — and re-check after any unusually intense storm, because a second storm on already-scoured ground behaves worse, not better.

  • How long does the risk last after a fire?

    The greatest danger is the first rainy season after the burn, and elevated risk generally continues for two to five years while vegetation and soil structure recover. It does not end when the fire is declared out.

  • How much rain does it take?

    Far less than people expect. On a fresh burn scar, a brief burst of intense rain — a matter of minutes, not a day of drizzle — can be enough. Forecast offices issue debris-flow warnings for burn areas at rainfall rates that would be unremarkable anywhere else.

  • I am below a burn scar but far from the slope. Am I safe?

    Not necessarily. Debris flows run out along channels well beyond the base of the slope, and they carry boulders and trees. Distance from the hillside matters much less than whether you are in or beside a drainage that comes off it.

  • Do sandbags help?

    They can divert shallow flows around a doorway, and they are worth having. They do not stop a debris flow, which arrives with the density of wet concrete and the momentum to move vehicles. They are never a reason to stay.
